THE ROOTS of the "Green Building" movement began on April 6th of 1993 with the official founding of the U.S. Green Building Council, and President Clinton's April 21st, Earth Day announcement of plans to make the Presidential mansion "a model for efficiency and waste reduction." Just three years later the 200-year-old "Green" mansion delivered a $300,000 yearly savings in energy, water, waste and grounds expenses.
